The building massing consists of a two-story podium against the backdrop of a five-story tower with a basement level. The two-story portion contains the main entry and various public departments. The five-story courtroom tower holds courtrooms and judges offices. Courtrooms are arranged in a linear row, with public circulation to the north and restricted staff and judge’s circulation to the south. Each circulation corridor is bookended with stairs so that there are exit stairs in all 4 corners of the building. An elevator and restroom core bisects vertically through the center of the building.
